I dug into this pretty deeply last night and started with the military’s own websites. The capabilities are certainly there and have been for at least 5 years. And of course the system is so evil that it would inevitably end up at the worst place it could go. But there are recent events that make me a bit more optimistic that we won’t always be dominated by this Shadow government.
