Talk of a false flag is the false flag. The idea actors can be staged to participate in such a thing presupposes the Powers-that-be will go through the trouble when they can simply carry out the deed, murder us peons with impunity when it suits their purposes. Why go through the trouble?
Good questions. There might be teams of Crisis Actors that stay behind the scenes and within certain circles, to stay out of the limelight. Also, the other possibility as you say, or maybe all of the above.
